The Mayor of Hell

In a classic quid pro quo, corrupt politicians reward gangster Patsy Gargan with a plush position running a mismanaged boys' reform school, no experience required, no expectations, no problems anticipated. But the fiery Patsy (James Cagney) faces a slew of challenges as he recognizes his own slum-raised past in the troubled kids and boldly defies authority to grant them the opportunities he never had -- until his good works teeter on collapse when he slips back into his criminal ways.
