Norman Shields is the result of a union between a compassionate sewerman and Emily, a young suffragette chained to the railings of the House of Commons. The suffragette mother turns out to be the Prime Minister's daughter. When the Prime Minister discovers Norman selling newspapers in the street, he is none too pleased.
