In Brooklyn, workers Jonah Goodwin and Olaf Johnson fish nightly in their old boat. Jonah's ambitious twenty-one-year-old daughter Stella (Lupino), a telephone operator, dreams of leaving her neighborhood and dates simple worker George Watkins. Small-time gangster Harold Goff (Garfield) arrives, extorts protection money from them, and begins romancing Stella. Jonah warns her that Goff preys on poor people, but she sees him as her path to comfort and reveals her father's savings, which Goff demands. Jonah resolves to fight back.
