La courageuse Penny Hale (Shirley Temple) est excitée de rentrer de son pensionnat pour vivre avec son père veuf (Charles Farrell), mais lorsqu'elle apprend qu'il a perdu son projet immobilier et qu'ils vivent maintenant dans un sous-sol, elle se lance dans une mission pour conquérir un promoteur immobilier grincheux (qu'elle croit à tort être "l'Oncle Sam").
