Le négociateur principal Cheuk Man Wai devient accidentellement le principal suspect dans une affaire de meurtre. Pour prouver son innocence, il prend le contrôle du poste de police et retient les officiers en otage. Il exige ensuite que l'ancien négociateur Tse Ka Chun soit amené pour négocier avec lui.
